We filed an expert affidavit in a case challenging Uganda's digital ID system, Ndaga Muntu.
In Uganda, the Initiative for Social and Economic Rights, Unwanted Witness, and the Health Equity and Policy Initiative filed a case with the High Court of Uganda on 25 April 2022.
The claimant's petition challenges the compatibility of the Uganda ID system, commonly known as Ndaga Muntu, with the constitutionally-recognised rights of older persons to social security protection and to health.
The petition follows the 2021 report Chased Away and Left to Die, which highlighted some of the challenges faced by older persons in accessing social protection and healthcare services. The report estimated that up to one third of Uganda’s adult population had not yet received a National Identity Card.
Privacy International submitted an expert affidavit highlighting global examples of exclusion and discrimination associated with digital identity systems.
